Training Needs Analysis Case Study

 

Problem Definition

The Mountain Rescue Training School (MRTS) of a European Police Authority Mountain Branch had recently completed a gap analysis of its training and development plan. These results, when compared to International standards, showed many positives, though some current training and organisational practices did not satisfy a few key objectives, and may of presented regulatory compliance failures. In particular in the area of medical capabilities of rescue teams.

Approach/Method

CRW Special Projects Ltd assisted MRTS in meeting their new training initiative. Given the size of the project, CRW initially developed a project strategy in the form of a Change Management Plan (CMP), rather than diving directly into the tactical execution of lots of project deliverables. This CMP acted as a roadmap for driving the MRTS training initiative to success. The CMP highlighted the changes required to meet the current standards. A training programme was then developed for six of the MRTS faculty, which included partnership agreements with local medical services and military trauma specialists.

The programme was delivered over 4 months and a further course was then designed to be rolled out to all Rescue staff over a period of 12 months.

Special Skills Used

By providing MRTS with an extensive CMP, CRW constructed a highly detailed plan that was utilised to successfully guide the training initiative through its many detailed projects. CRW expertise ensured that the developed programmes met international standards and achieved recognition by the European Resuscitation council and other awarding bodies.

Benefit to Client

The completed CMP details objectives for MRTS’s training initiative and their respective timelines. The MRTS was able to move forward utilising the CMP as a quality control measurement during all phases of the initiative. This document was completed with the MRTS’s public sector climate and culture in mind. CRW worked with the MRTS’s subject matter experts in order to respect their established organisational culture during the whole process. The programmes were developed using MRTS experts as well as CRW faculty, this benefitted the client by ensuring buy-in from all staff involved and complete ownership from within.

Result

As the MRTS moves forward on their training initiative and compliance standards, they have a detailed and well-researched CMP to guide them toward success as well as the relevant qualified and experienced internal staff to deliver and oversee the programmes.
